(AP) - NATO Secretary General Jaap de Hoop Scheffer speaks on the Ionian island of Corfu, northwestern Greece, on Saturday, June 27, 2009, during a NATO-Russia Council. The foreign ministers of NATO and Russia are set to resume formal military ties in their first meeting since last year’s war between Russia and Georgia.
